According to the legislation of the Republic of Uzbekistan, foreign citizens and stateless persons can enter the country or travel through its territory on transit only if their entrance visas are available.
Visas are issued to foreign citizens and stateless persons in the diplomatic and consular missions of the Republic of Uzbekistan abroad on the basis of the Visa Support Letter (permission from the Ministry of Foreign Affairs of Uzbekistan).
Citizens of Austria, Belgium, Germany, France, Italy, Japan, Latvia, Malaysia, Spain, Switzerland, United Kingdom and United States have simplified visa procedure in Uzbekistan and do not need letter of invitation. If you are citizen of one of these countries, you can obtain your visa in any Embassy or Consulate of the Republic of Uzbekistan, within 3 working days after applying for visa.

Visa fee to Uzbekistan varies from USD 60-120, and consular fee may vary depending on the country of visa obtaining and your citizenship.
Note: You must foresee where visa will be obtained. E.g. you cannot obtain the visa in Istanbul if Washington, DC is indicated in LOI as a place of the visa obtaining. If you decide to change a place where visa should be obtained then calling party has to apply to MFA once again, then send you a new LOI.
